I have also heard a rumor that the 30% drop rate is of the common drop (metal peircings) which will lower the chance of the Bracelets dropping. As i said, its just a rumor, but it is worth a try. And to make you feel better, i grinded the desert for about 10 hours to get all my Subdued Bracelet lol

Unfortunately the Subdued Bracelet is just an extremely low drop chance and there's no quick and easy way of getting it to drop. The best thing to do is to figure out a route to run, probably starting from Facade, and on failing to get the Bracelet from the three Shades to re-load the game and try again (it's slightly faster than just zoning out). Basically on hard I paralyze the flying shades with dark blast, finish them and once I get all 3 I either reload the save if I get nothing or go back to faca.
